Patrick Horne joined the State Department in 2002 and most recently served as the Chief of the Political/Economic/Commercial Section of the Consulate General in Naples, Italy. He was the Head of the Economic Section of the U.S. Embassy in Astana, Kazakhstan and the Head of the Human Rights Unit in the Political-Internal section in Moscow, Russia before that.  Patrick has worked as an analyst in the State Department’s Bureau of Intelligence and Research and as a staff member of the Bureau of Economic and Business Affairs.  Mr. Horne’s other overseas assignments include Poland, Cyprus, and a second posting to Russia.

A native Texan, Patrick grew up in the oil-rich Midland/Odessa region and has an MBA from The American Graduate School of International Management (Thunderbird) and BAs in Russian and International Relations from Brigham Young University. Prior to joining the Foreign Service, he worked as a bank examiner and sang bass in the chorus of the Utah Opera. Patrick speaks Russian, Polish, and Italian but speaks English with his wife and three children.
